What does this Mean?

Family First provides a payment (room and board) for children in foster care who are residing with their parents in a family based residential treatment program while they receive treatment for substance use.

Why does this Matter?

Family First supports children remaining with their parents when it is safe to do so. For parents who need substance use disorder treatment services, Family First funding is available to support the child in foster care to be physically placed with their parent in a treatment program. This helps to support timely reunification and provide the opportunity for parents to continue caring for their child while they receive treatment.

What is a Family-Based Residential Treatment Facility for Substance Use Disorder?

These programs are licensed by DBHDS as residential family based treatment facilities who treat parents that are experiencing a substance use disorder. The placements must meet the following requirements:

  • Recommendation for the placement is specified in the child's case plan before the placement begins
  • The treatment facility provides, as part of treatment for substance use, parenting skills training and parent education, and individual and family counseling
  • Services are provided under an organizational structure that provides a trauma informed approach with trauma specific interventions
